provides two annual scholarships to students at St. Clare’s School in Rosedale based on an art/essay competition open to all students in grades 5, 6, 7, and 8. A memorial dinner dance will be held to commemorate Detective Higdon's life and raise funds for the scholarships. The winning students will be announced on Thomas' birthday, April 28.
